Does this persons behavior directly affect your work.. ? Does his goofing off and not working give you MORE work to do? If it doesn’t than I wouldn’t worry about it too much.. If it does then approach the co-worker and ask if he needs help or if he could help you. Good luck

I used to work in an office where 2 individuals did nothing while the rest of us got work heaped on us. For at least 3 years that I was there, this continued and not one thing was done about it. I left and found a better job. One of my friends who stayed there finally left after 11 years - it got so bad she just up and walked out and they begged her to stay, telling her the other 2 were useless, etc. Too little too late. Document everything and speak to your supervisors again. When all else fails, leave.

Why don’t you just do your job and ignore them. Sounds as if you have time on your hands as well.
If someone was unhappy with them they would have already spoken with them.
